Summary This position is located in the Library Department, Education Services (ES) at Phoenix HCS, Phoenix AZ. The Librarian provides information resources, research information and training materials to all levels, from specific, highly complex database searching and educational development to fulfilling routine day-to-day information needs. In addition to serving the medical center employees, the Librarian serves academic faculty, residents and students in the medical and surgical specialties. Responsibilities Duties of the position include but are not limited to: Responsible for database management of Library hardware and software. Implements, maintains and troubleshoots online Library software. Ensures medical staff, library staff and customers receive individual up-to-date training in use of library systems. Evaluates Library program requirements and maintains statistical data in support of these programs. Applies management principles, theories and techniques in the development of studies. Develops data capture methodologies to track progress of library programs, services and initiatives, and analyzes segments of library business process to report results. Compiles, analyzes and reports fiscal statistical data to VA Library Network regarding gains and losses of library materials and Ejournals, usage of these materials, interlibrary loan statistics located within the three major library material collections, and determines renewal or depletion of library materials in compliance with budgetary expenditures. Analyzes accuracy of budget requirement requests, estimates, and prepares narrative justifications for budgetary planning. Gathers information for assigned programs and reviews budget formulations and workload analysis. Serves as the approving official, analyzes and submits fiscal year budget estimates and reviews estimates for authenticity throughout the fiscal year making adjustment when required, and monitors department control points for the various department programs. Responsible for the management and procurement of the administrative journal, book, and video programs. Analyzes existing inventory, formulates yearly requirements, procures and maintains budgetary and usage statistics. Responsible for assessing and identifying present and future equipment needs within the library. Responsible for performing administrative functions such as conducting surveys of utilization of space, personnel and equipment, and developing operational programs. Performs in depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to the activity, initiating corrective action, distributing workload among positions and skills mix of employees needed to do the work. Conceives implements and manages new initiatives and special projects to strengthen, facilitate, integrate, and promote visibility of the library's programs and services. Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of library programs to ensure established goals and objectives are met, and for the identification of opportunities to improve the library's services and customer service. Assures compliance of the copyright program under United States Title 17, U.S. Code, and the Copyright Act of 1976, under the auspice of sections 107 and 108. Compiles and maintains data, and reports copyright statistics bi-annually using the web-based copyright database in accordance with Copyright program. Work Schedule: M-F 07:30AM to 4:00PM. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in conducting detailed analyses of complex functions and work processes. Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves regular and recurring physical exertion such as long periods of standing, bending, stooping and reaching in stacks; lifting of moderately heavy (up to 50 pounds) items such as boxes and stacks of books, indices, and audiovisual programs and equipment; working in narrow stack areas, and extensive keyboarding. Irregular tours of duty may be required occasionally.
