Special Information

• This position is an on-site position which requires the incumbent to complete their work primarily at an NAU site, campus, or facility with or without accommodation. Opportunities for remote work are rare.
• This position is posted as Assistant Manager, Natural Gas, which is a working title. The NAU system title for this position is Assistant Manager, Utilities & Central Plant Ops.
• Employees of Facility Services are considered essential staff and must report to work when the university is closed for emergencies. This position is required to participate is on-call, call back duties and snow removal, which can include days, nights, weekends, and holidays. Under established circumstances will respond to emergency dispatch calls within set timeframes Administrative or Campus Living buildings.

Job Description

Under the general direction of the Assistant Director for Utility Services, the Assistant Manager, Natural Gas will oversee the natural gas department and related activities. This includes the construction, maintenance, emergency response, and overall Arizona Corporation Commission (ACC) and Pipeline and Hazardous Material Safety Administration (PHMSA) compliance for the Master Meter distribution system owned and operated by NAU.

Natural Gas Operation and Maintenance Management - 50%

• Perform or supervise cathodic protection design, survey and remediation.
• Perform or supervise leakage surveys and leak investigations along pipeline and/or within NAU facilities.
• Perform or supervise the inspection, repair, and/or replacement of piping, valves, risers, regulators, reliefs, and any other natural gas equipment.
• Maintain and update Procedures and Operator Qualification program.
• Perform evaluator duties for qualification of internal and external personnel.
• Trains employees of new work methods, procedures, qualifications, changes in safety regulations, work policies, and federal or state mandates.
• Prepare construction and modification submissions to the ACC.
• Compile and submit compliance records and documentation for the ACC.
• Plans, responds to, and/or manages response to natural gas emergencies.
• Participates in on call rotation.

Managing and Supervising the University staking program - 20%

• Performs skilled work associated with locating and marking all utility lines as requested through the Arizona 811 program and/or as needed to support construction projects. Including, but not limited to electricity, water, gas, steam, high temperature hot water, chilled water, sewer, storm sewer, reclaimed water, fiber, and other telecommunication lines.
• Manage response of other internal staking employees when appropriate.
• Oversee response to all inquiries regarding unmarked buried utilities.
• Coordinating with GIS team for updates to GIS map records.
• Conduct training seminars for internal and external workers.
• Monitor excavations for potential damage to existing utility systems or marking material.
• Inspect excavations for proper install of carrier piping and marking material.
• Ensure compliance

Planning and Reporting - 15%

• Investigates and makes recommendations on emerging technologies for natural gas systems.
• Actively maintain cutting edge knowledge of industry practices pertaining to higher education and continually suggest process improvements based on industry changes.
• Coordinates with project and master plan teams to determine correct expansion or improvement of the natural gas system.
• Creates and maintains recommended replacement schedule and budget for natural gas assets.

Supervising, Coordinating, and Communicating - 15%

• Maintaining effective communication with other staff and fostering a team relationship that allows for collaborative problem solving and process improvement.
• Acts as a subject matter expert when mentoring and assigning work to others.
• Monitors and evaluates the execution of work.
• Provide input for employee hiring, training, performance evaluation, and recommendations for performance improvements.
• Leads and supervises staff through daily interactions, goal setting, and performance assessment activities to achieve individual and department-level goals and objectives.
• Applies safety standards and maintains good housekeeping practices to provide safe working conditions
• Interpret university and department policies to assigned personnel and enforce safety regulations and adhere to proper codes and standards.
• Provides guidance, feedback, and disciplinary action as needed and appropriate.
• Manages and coordinates all job and site-specific safety requirements, hazard assessments, mandatory training, and procedures for plant staff.
• Proactively participates in accident prevention efforts for employees and promptly responds to injuries and accidents to modify activities and prevent further accidents.
• Develops long and short-term plans for labor, equipment, operation, and maintenance requirements.
• Take a proactive role in promoting and supporting Facility Services mission and vision.
• Actively maintain up-to-date knowledge of industry practices related to higher education and utility operations, energy efficiency, safety, and OSHA changes
• Holds staff accountable to new work methods or procedures, changes in safety regulations and work policies.

Other - 5%

• Other duties as assigned.
• Snow removal when needed.

Minimum Qualifications

• Accredited degree in related field or completion of a technical training program.
• 1-2 years of relevant experience of gas appliance repair or related experience.
• Be able to acquire NACE certification within 6 months of hire.
• Required to qualify to the NAU 84 standard operating procedures within 6 months of hire.
• Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications

• 10 years of natural gas system construction or maintenance AND,
• 3 years of development and management of natural gas procedure and OQ processes And,
• 9 years of staking experience which includes one year of supervisory experience.

Knowledge, Skills, & Abilities

• Extensive knowledge and practical application of federal and local laws, policies, and processes for natural gas distribution and utility locating.
• Skills in locating different types of utilities with or without tracer wire.
• Skills in performing tasks covered by 49 CFR 192.
• Experience with steel and poly pipeline materials.
• Ability to read utility maps and drawings.
• Working knowledge of OSHA standards.
• Knowledge of management principles, practices, and techniques.
• Skill in managing others and establishing and maintaining effective working relationships.
• Ability to effectively communicate.
• The ability to work effectively with people from a variety of culturally diverse backgrounds.

Driving Requirement

Driving a vehicle on behalf of the university is anticipated to be a regular part of this position. Arizona Administrative Code Fleet Safety Policy requires all employees who drive on university business become authorized by submitting Driver's license information for driving record monitoring, and completion of training appropriate to the level of driving performed. The law applies to all faculty, staff, and students who drive personal or university-owned motorized vehicles for any business purpose. Salary

Anticipated salary range is $77,871 - $97,116. Annual salary commensurate with candidate's qualifications and related experience.

FLSA Status

This position is non-exempt under the Fair Labor Standards Act (FLSA). The incumbent is eligible for overtime pay or compensatory time according to University policy. Further, the employee must submit timesheets that accurately reflect all hours worked.
